No. West Virginia has operated under constitutional carry since May 24, 2016, when House Bill 4145 took effect after the Legislature overrode the Governor’s veto. (You may see Senate Bill 347 cited elsewhere — that was the 2015 attempt, which was vetoed and never became law.) An adult who is legally allowed to possess a firearm may carry a handgun — concealed or openly — without a license. As of June 12, 2026, when House Bill 4106 took effect, the permitless threshold is 18 or older — the former provisional-license requirement for 18-to-20-year-olds has been repealed, so confirm the current rule for that age group.
Because West Virginia allows both open carry and permitless concealed carry, you don’t have to choose in your vehicle — a holstered handgun in the open is fine, and so is one concealed.

This one changed recently. As of June 12, 2026, House Bill 4106 lowered West Virginia’s permitless concealed-carry age from 21 to 18 and repealed W. Va. Code §61-7-3 — the statute that had criminalized concealed carry by under-21s without a provisional license. An eligible 18-to-20-year-old may now carry a loaded handgun in a vehicle, openly or concealed, with no license. Federal law still limits handgun purchases from licensed dealers to 21 and over.
The constitutional-carry protection applies to people who can lawfully possess a firearm. It does not extend to prohibited persons — for example, those with a disqualifying felony conviction or another state/federal disqualifier.
Permitless carry doesn’t override location limits. West Virginia still restricts firearms in places like courthouses, school grounds, secured federal facilities, and other posted or statutorily restricted locations (see W. Va. Code §61-7-11a). Carrying in your car gets you there; it doesn’t get you inside a prohibited place.
